In a democracy the people elect the representatives to the government. In a small community all the people can join governmental discussions and be able to decide about taxes, laws, war etcetera. This is the ultimate way for the people to be part of decissions in a democracy. But in large countries this is not an option. The people will have to elect representatives and vote for persons they would like to have in the government.

Now it is very important that the electoral system reflects the desire of the people. There are some different kinds of electoral systems in the countries now a days. The most simple way to vote in an election to decide who is the winner is when there are only two people to vote for. One of them will get the majority, that is more than fifty percent of the votes. In this case it is very easy to determine which one of the competing two persons is the winner. It becomes more complex when there are more people to vote for. If there are three or more candidates it is possible for one person to win the election with only 25 % of the votes for example.

In cases of electing a political party to be the government in the country it could happen that, if there are for example four parties competing, a party can win with only 30 percent of the votes. If this is the case in several election districts a party can win and form government and have only one third of the population behind.

Many countries mix different electoral systems and in a first election use representative system to state which two people will be competing. In the second election when there are only two candidates one of them must win with more than 50 % of the votes.
